Why BTC Declares Race Card 2-3 days before the race?

So the coming weekends are reserved for BTC Summer meetings, and the 1 st and 2 nd day of Racing will be held on 13 th and 14 th May and all racing enthusiasts eagerly waiting for this will be happy to know this year Owners, Trainers, Syces, Jockeys or the Nature are not  testing your patience.  A prompt start is a certainty this year. Normally races are held in India Next Day after declarations are out.   However, the BTC has this week decided to declare the jockeys on 11 th May  for the Week End races to be held on 13 th and 14 th May, i.e.  two to three days earlier.  Contrary to the usual practice, what prompted them to do this hasty declaration is not known.  For handicapping students it may be a welcome move as they will get sufficient time to study the card. But I doubt despite having more than enough time, if any one will be able to spot the winner accurately in most of the races. 25th March 2017 Race-1:  ISINIT Vs RICH N RARE RICH N RARE-(Not in Odds) Upset ISINIT – (2-1/2)  Nest best GOOD CHANCE if former FAULTS/ HEADLINES (2-1/2) LAY ISINIT (tightened for room at the start), HEADLINES (got check at the start), DECCAN KING (Jumped outwards and met interference at start), MILWALKEE (Jumped outwards and met check approaching 150 mtrs), RICH N RARE (had to be checked approaching 850 mtrs). What is special about these horses is that all these horses GOT CHECK in their previous outings, and finished less than 1 seconds behind the eventual Winners, hence I consider all of them are contenders. My choice is RICH N RARE as it has the best draw.  First time going over 1200m race, that tempt me to back an UNCERTAIN first race. Race-2:   RAEES  Vs. Apache Sunrise - a Classic Prospect Apache Sunrise is a well bred, half a TON colt – a clear classic prospect - running AGAINST 4 NO HOPERS in The Governor’s Trophy today. He is expected to decimate the opposition without any sweat.   The Night Odds 55/100 published by Indiarace is more than expected; probably it would shrink to 25-30 paisa at race time. The connections should have opted for some lesser known jockeys on this occasion to garner maximum odds. Assigning the ride to Suraj Narredu this time, completely ruined the betting fervor in the 5th race.   Also the Jackpot hunters got an easy Banker on the 2nd leg. Funny race - The Bugs Bunny Trophy This race is a Terms race for 3 year old "winners and non-winners". Saddest part is there is not a single winner in this race, not even a placed horse, forget placed horse, there is only single horse AAFRIKAAN got a race run before this race. In other words we are having a MAIDENS race. Still they carry the penalties of 5.5 kgs each because of the terms attached to this race: "If the highest weight an acceptor has to carry is less than 57 Kgs. it shall be raised to 57 Kgs, and the other weights shall be raised equally", Gentlemen all horses are carrying 5.5 Kg extra. I have shortlisted 4 horses as contenders, as per the track work. AAFRIKAAN, LOFTY THOUGHTS, STARRY WIND and SETAGLOW. Surprise element is all these quadruplets clocked 35 seconds in their respective final spurt (all gate practices 1200/600m).
